Oren Setter told the Knesset Foreign Affairs and Defense Committee on Wednesday, "There was a narrow window of opportunity for reaching such an agreement" both because Lebanese President Michel Aoun is approaching the end of his term and because the impending start of natural gas production at Israel's Karish field could provoke a response from Hizbullah "that would result in a security escalation."
