Congress Putting Conditions on Palestinian State


(AP/San Francisco Chronicle) The House International Relations Committee voted unanimously Wednesday to support establishing a Palestinian state only if the Palestinians end anti-Israel incitement, dismantle terrorist groups, ensure democracy, and change the education system to promote the acceptance of Israel. If the Palestinians manage to clear those hurdles, the measure authorizes a large U.S. aid program for the new state and calls on the secretary of state to organize an international donors conference to encourage other governments to help. "Success will be determined by performance, not statements," said Rep. Tom Lantos (D-Cal.), author of the measure.
