(TIME) Joe Klein - Some Israelis are beginning to wonder aloud if maybe, perhaps, there has been a "positive change" in Israel's war on terrorism. "We began to rebuild our intelligence networks in the West Bank," said a retired intelligence officer. "Cell by cell, we rolled up most of the West Bank terrorist networks.
