[AP/International Herald Tribune] Palestinian Prime Minister Salam Fayyad told EU diplomats on Monday that the EU should not upgrade ties with Israel as long as construction continues in West Bank settlements. EU officials are expected to hold meetings in Brussels about the upgrade this month.
