Countries that abstained included Argentina, Bulgaria, Georgia, Germany, Hungary, Italy, Lithuania, Netherlands, Romania, Slovakia, Ukraine, the UK, and Uruguay. Countries voting in favor included Canada, Australia, Japan, Brazil, China, Denmark, Finland, Greece, India, Norway, Poland, Russia, and Spain.
