How to Boost Gaza's Economy without Boosting Hamas

Leiter - As Gazans take to the streets in protest against Hamas' corruption and ineptitude, it is reported that 70% of the population is unemployed and suffering from food insecurity, and that the entire population, aside from Hamas elites, lives without electricity 20 hours a day. Foreign aid ends up lining the pockets of the Hamas leadership. What is necessary is to identify engines of economic growth that are out of Hamas' reach.
