(Reuters) Jonathan Stempel - By a 3-0 vote, the 2nd U.S. Circuit Court of Appeals in New York rejected an appeal by victims of Hizbullah rocket attacks in Israel who sought to hold Lebanese Canadian Bank SAL liable for financing Hizbullah. Circuit Judge Richard Wesley said the court lacked jurisdiction over the Lebanese bank.
