(Washington Post) Karen DeYoung and Colum Lynch - Syria has submitted a second statement containing details of its chemical-weapons stockpiles, the Hague-based Organization for the Prohibition of Chemical Weapons reported Saturday, after an initial document was submitted Friday. The announcement indicated that Syria has fulfilled its initial obligation under a U.S.-Russia disarmament agreement.
