(Times of Israel) Haviv Rettig Gur - As Martin Indyk, the U.S. envoy to peace negotiations between Israel and the Palestinians, is scheduled to arrive on Sunday for a round of meetings, all Palestinian factions belonging to the PLO with the exception of Fatah have refused to take part in a committee to oversee the negotiations, Asharq Al-Awsat reported on Wednesday.
