Yet Secretary of State Powell, blamed by hawks in the Bush administration for pushing the UN route, made clear that America would resist any attempt to send back inspectors under the existing memorandum that gave special treatment to presidential palaces. By now, the mood in Washington was clear: "We will not hesitate to act alone, if necessary."
