(AP) - A statement distributed Thursday by the official Palestinian news agency Wafa reportedly contains an appeal by Yasser Arafat to halt attacks on Israeli civilians after two homicide bombings over two days killed 26 Israelis. While in the past, Arafat has appeared before TV cameras to make similar appeals, he did not do so this time. The Wafa website makes no mention of the statement.
