In a region where censorship is as universal as dysfunctional political and economic systems, the report offers a painfully honest account of the region's problems, which it groups into three "deficits": freedom, women's rights, and knowledge. The report's 26 authors argue broadly that knowledge in the Arab world is being retarded by repressive governments, a lack of resources, and extreme Islamic movements.
