"Prisoners have always been a central issue in the Arab-Israeli peace process, but it's a very divisive issue that almost never leads to increased confidence [between Israelis and Palestinians]," says Aaron Miller, a long-time U.S. negotiator in the Arab-Israeli conflict. "It's a loser issue."
