Secretary of State Colin Powell opened a drive Tuesday to line up Arab backing for a crackdown on Hamas and other militant groups by the new Palestinian prime minister, Mahmoud Abbas. Powell told leaders in Egypt and Jordan that it is time for Israel and the Palestinians to take concrete steps to ease tensions between them and not get bogged down arguing over the road map. Palestinians are being called on to disarm militant groups.
