(Fars-Iran) Iranian Foreign Ministry Spokesman Ramin Mehman-Parast announced Tuesday that Moscow has returned Iran's advance payment along with interest after it failed to deliver S-300 air-defense systems to Iran in compliance with a 2007 contract to provide at least five systems. Russian President Dmitry Medvedev issued a decree in September 2010 prohibiting the sale, citing UN sanctions on Tehran over its nuclear activities.
