(Washington Post) Pakistan's top nuclear scientist, Abdul Qadeer Khan, represented "the tip of an iceberg" in an illicit nuclear supply network that has connections in many countries, Mohamed ElBaradei, chief of the UN International Atomic Energy Agency, said Thursday. He said existing safeguards had failed to stop the spread of nuclear technology, and he called for urgent international cooperation to police a global black market.
