Abbas's major fear is that failure to control Gaza after disengagement will undermine the Palestinians' efforts to persuade the international community to pressure Israel to make further concessions. "The third intifada will be over the West Bank, while the fourth will be over Jerusalem. It will take time, but Israel will eventually have to withdraw to the pre-1967 borders," said a Palestinian cabinet minister in Ramallah.
