(Financial Times-UK) A conference of international donors to the Palestinian Authority, due to meet in Rome on November 19, was thrown into doubt Thursday after Salam Fayyad, the PA's widely respected finance minister, said he would not participate in the present caretaker government. Fayyad was to have used the occasion to ask the international community for $1.2bn in aid for 2004.
