(Wall Street Journal) Editorial - The last time Kofi Annan embarked on a diplomatic mission to Damascus, after the 2006 war between Israel and Hizbullah, the then-UN secretary general extracted a promise from Bashar Assad not to allow weapons to cross the border with Lebanon. It was a promise Assad instantly flouted, allowing Hizbullah to double its prewar arsenal.
