[Voice of Israel Radio-Hebrew] Israeli Minister Haim Ramon, a member of the Ministerial Committee on Security Prisoners, told Israel Radio Thursday that Hamas did not negotiate over the release of prisoners but rather presented an ultimatum for Israeli capitulation.
