So said U.S. Undersecretary of State for Arms Control and International Security Andrea Thompson at the Carnegie International Nuclear Policy Conference in Washington on March 11. Reviewing such a huge volume of material will take at least a year. The writer is an associate fellow of the International Institute for Strategic Studies.
