Russia is outdoing Iran for lucrative opportunities to rebuild the country. Moreover, Russian oil production has soared in recent months as Iran's exports have fallen. Iran has accused Saudi Arabia and Russia of teaming up to push for higher oil output to push down prices and hurt Iran's economy.
