The latest is titled, "America Is the First Enemy of the Muslims." As ISIS has declined, al-Qaeda has experienced a "resurrection," according to terrorism scholar Bruce Hoffman. ISIS "can no longer compete in terms of influence, reach, manpower, or cohesion."
