(New York Times) Ben Hubbard and David E. Sanger - Russia, Iran and Turkey met in Moscow on Tuesday to work toward a political accord to end the war in Syria, leaving the U.S. on the sidelines. Secretary of State Kerry was not invited. Nor was the UN consulted.
