ISIS Still Has Access to International Financial System

(New York Times) Matthew Levitt - More than 20 Syrian financial institutions continue to operate in ISIS-held territory. Even in Iraq, the Financial Action Task Force warns, some bank branches in Islamic State areas "may maintain links to the international financial system." The Islamic State has also accessed banks with ties to the international financial system just outside the areas it controls.
