U.S. Blocks Libya's Attempt to Gain Security Council Seat

(New York Times) With the vote for the next five nonpermanent members of the UN Security Council a few months away, Libya has taken itself out of the running and has agreed to let Algeria serve in its place for the 2004-05 term, diplomats said Thursday. The decision was a victory for the U.S., which in anticipation of Libya's candidacy had encouraged the introduction of rival West African candidates to scuttle Libya's chances of success, the diplomats said.
